Robert S. Sheen

Robert is the CEO and Founder of First Capitol Consulting.

Combining a law degree with his extensive background in tax and finance, Robert started First Capitol in 1999 to create a tax credit and incentives practice. Today, Robert has expanded First Capitol into a RegTech company that unlocks the value of workforce data to optimize risk management and regulatory compliance, workforce management, data quality and financial performance.

The company is an industry leader in helping organizations successfully manage requirements of the Affordable Care Act (ACA), achieving a 100% compliance rate in filing ACA information with the IRS. The company continues to have one of the largest employment tax credit practices in the country. And First Capitol is developing new services in the RegTech area based on its evolving data and analytics capabilities using workforce data.

Robert is a graduate of the University of Southern California, in Business Administration with an emphasis in International Finance. He earned his Juris Doctor from Loyola Law School, Los Angeles, concentrating in Tax Law.

He began his career at the public accounting firm KPMG, then joined BDO USA. He is a member of the California State Bar Association, and past President of the Korean American Bar Association. He is a former trustee for the USC Pacific Asia Museum and a former board member for MTV’s Rock the Vote.


Joanna Kim

Joanna Kim

Joanna Kim-Brunetti is Vice President of Regulatory Affairs and General Counsel for First Capitol Consulting. She oversees the firm’s Affordable Care Act practice, with particular focus on employer compliance issues.

Prior to joining First Capitol, Joanna was a partner with Akin Gump Strauss Hauer & Feld LLP, a leading international law firm.

Joanna has over 20 years of legal experience advising clients on a wide range of regulatory, employment, tax, intellectual property, and other related business issues, and over five years experience focusing on ACA compliance.

She is a graduate of the University of California at Berkeley, with a degree in chemical engineering, and earned her law degree, with honors, at Loyola Law School, Los Angeles.

She is a former President and current Board Member of the Korean American Bar Association, a Subcommittee Chair of the American Bar Association and a Judge Pro Tem of the Los Angeles Superior Court.


John Leathers

John Leathers

John Leathers is Director of Product Implementation for First Capitol Consulting.

With over five years in ACA compliance, John serves as First Capitol Consulting’s Director of Product Implementation, helping to drive the strategic direction of solutions that optimize client business performance around the core areas of workforce management, risk management, regulatory compliance and financial performance. He oversees First Capitol Consulting’s ACA Consulting and Optimal Health business lines.

John holds dual B.Sc. degrees in Business Management and Marketing from Oregon State University.
