Americans Don’t Want President Trump to Destroy the Affordable Care Act

While President Trump does his best to undermine the Affordable Care Act, the American public wants it to succeed. Americans don’t want the Affordable Care Act (ACA) destroyed. They want it improved, according to the October Kaiser Health Tracking Poll.

The poll found that 66% of the public think it is more important for President Trump and Congress to work on legislation to stabilize the marketplaces than to continue efforts to repeal and replace the ACA.

A majority of the public (69%) said they would support Congress guaranteeing the funds to continue Cost Sharing Reduction (CSR) payments to insurance companies when the proposal is included in a bipartisan compromise that would give states more flexibility in the types of plan sold in their state’s marketplace. The CRS payments are provided to insurance companies that offer reduced deductibles and lower out-of-pocket costs in healthcare insurance plans offered on government healthcare exchanges to income-based eligible individuals.

The U.S. Senate’s Committee on Health, Education, Labor, and Pensions has been meeting since September to discuss a bipartisan compromise that would continue CSR payments to insurance companies.  Senator Lamar Alexander (R-Tenn.), the committee chair, and the Senator Patty Murray (D-Wash.), the Ranking Member of the committee, last week said they had reached an agreement that would involve a two-year extension of CSR payments to insurance companies providing health insurance policies on government healthcare exchanges. It also could result in greater flexibility to states in developing solutions to their healthcare challenges. President Trump first supported the compromise and then changed his mind. A spokesman for Speaker Paul Ryan told The Hill the Senate should focus on repealing and replacing Obamacare. The bill has garnered bipartisan support from 24 U.S. Senators and 10 governors.

As the White House continues to look at ways to undermine the ACA, the healthcare law’s popularity continues to soar. The October Kaiser poll found that the overall favorability of the ACA had increased, with about half (51%) of the public holding favorable views of the ACA and 40% holding unfavorable views. Kaiser noted that this is five percentage points higher than the share of the public who held favorable attitudes last month (46%).

Seven in ten Americans (71%) think President Trump and his administration should do what they can to make the current health care law work while one in five (21%) say they should do what they can to make the law fail so they can replace it later.
