Access to Mental Health Care Strengthened

Low-income Americans will have greater access to mental health and substance abuse treatments under a new rule proposed by the Centers for depression_150406 Medicare & Medicaid Services (CMS).

The proposal applies provisions of an existing law, the Mental Health Parity and Addiction Equity of Act 2008 that regulates private health plans and insurance, to Medicaid and Children’s Health Insurance Program(CHIP). That law says benefits for mental health and substance abuse disorders must be no more restrictive than those for medical and surgical services.

“Whether private insurance or CHIP, all Americans deserve access to quality mental health services and substance use disorder services,” said Vikki Wachino, acting director, Center for Medicaid and CHIP Services.

The proposed rule, which is available online, ensures that all beneficiaries who receive services through managed care organizations or under alternative benefit plans have access to mental and substance use disorder benefits regardless of whether services are provided through the managed care organization or another service delivery system.
